Victoria Mary Elizabeth Ann Carr, 79, of Newburyport, passed away on Friday, December 27, 2024 at Avita of Newburyport.
She is survived by her loving son Michael Carr, of Ipswich., her sister Lisa of North Carolina, her brother John and his wife Linda, and their two daughters Kristen and Jennifer, of Colorado. Vicki was predeceased by her older sister Cristina of North Carolina, and her wonderful dog Harvey. Surviving family members are Cristina's husband Larry Roger Ammons of North Carolina and their three children, Laura Duarte of Texas and Beth Ammons and John Ammons of North Carolina.
Vicki was born at the Brooklyn, NY Episcopal Hospital on the 29th of May, 1945 to Second Lieutenant Leland E. Carr and Cristina Schroeder Carr. At that time the family lived at Fort Hamilton, NY where Lt. Carr was assigned. Vicki lived in many places after Ft. Hamilton including Japan, three places in Germany, Ft. Dix (NJ), Ft. Benning (GA), Ft. Hood (TX), and Albany (NY) while her father was in Korea. She graduated from Vincentian Institute in Albany with a Regents Diploma. She then attended Rosary Hill College in Buffalo for two years and graduated from the State University at Albany with Bachelor degrees in Education and English. In 1972, Vicki received a Masters Degree in Urban Studies and Community Development from Trinity University in San Antonio, TX, and then worked for the City of San Antonio.
Thereafter Vicki moved to Atlanta to work with the DeKalb County Planning Department, to Western Massachusetts and finally, in 1978, to Newburyport, which she absolutely loved from the moment she arrived.
She planned and implemented the Commonwealth’s first scattered-site elderly housing development and joint city/county multi-purpose human services center. She also had vast experience in Section 8 and LIHTC compliance ensuring regulatory compliance for many multi-family properties. As a private consultant she assisted in obtaining Community Development Block Grants and other funding for community senior center development, infrastructure improvements and housing rehabilitation.
Vicki made many contributions to social and environmental justice in general, and to the Newburyport community in particular, including her commitment to C-10, as Secretary of the ACES board, as a member of the YWCA Greater Newburyport Board and her long-term commitment to anti-racism work. There is so much more.
Vicki loved to travel and was an avid reader, but her true passion was sailing and her happiest happiest moments were sailing with friends on the Massachusetts shore off of the American Yacht Club.
She was a remarkable woman with a heart of gold. In her own way she met everyone with an unparalleled kindness and patience. She was always the person you could call when you needed a word of wisdom, a trivia fact or just someone to vent to. No matter what she was doing she always made time to make sure everyone was cared for.
Vicki really admired former President Carter who also recently passed away. They both volunteered for Habitat For Humanity, they shared a commitment to honesty, to helping others and will both be buried on Thursday, January 9th.

Her Funeral Mass will be Celebrated at 10:30 AM on Thursday January 9, 2025 at Immaculate Conception Church followed by burial at St. Mary’s Cemetery, both in Newburyport.
